    An EPIRB is the second most important article after lifejackets especially when you are going offshore any distance at all.
    
    In reality they are all parts of basic safety equipment that all vessels should have onboard.

      A wetsuit is only appropriate if you are conscious. A life jacket is designed to keep your head above water if you are not conscious. Therefore, the only option is a life jacket.

    IIRC, the deepening low pressure system to the east of Hawkes Bay and Gisborne was well forecast.
    
    A journalist could simply phone the Metservice and ask for the Marine weather forecasts prior to the boat being lost.
    
    The metservice is not perfect, of course. However rarely in New Zealand does life threatening weather just come out of the blue with no warnings having been issued.

  Anybody going anywhere in the outdoors without a PLB/EPIRB is a bloody idiot.
  
  I don’t reaally care if you want to put your life at risk. That’s your issue, But PLBs cut down search and rescue time, reducing the danger for search and rescue people.
  
  IMHO people who do not have PLBs and do not have life jackets etc have decided they are not worth the risk to save.
  
  Leave them to wash up on the beach or be found in some gully a week later.

      Reasonably, though less so lately.
      Yes I’ll carry a PLB even if I go fishing, tramping or such.
      PLBs cost around $500, or you can hire one for a week for around $50.
      $500 not even a a third of the cost of a reasonable fly fishing set up.
      
      It astounds me how people can afford a $35k boat packed with $10k of fishing equipment but can’t afford life jackets and a PLB.
      
      And they’re still idiotic enough to put other people’s lives at risk.

        There was nothing written saying did not have lifejackets. However, I am pretty sure that is was mentioned on the radio. They were spotted and life rings were dropped. I doubt if people without life jackets and clothing would last long.
        
        In regards to a PLB it depends. I have done the Tongariro Crossing at least 4 times. If you are with a group it is not really necessary. When I climbed Mount Ruapehu we took one.
        
        I was a member of a tramping club. We knew what we were doing.

        Chuck: PLBs, one per person, is obviously best and having one or two per group is better than nothing. But in this age there is no reason to have none.
        
        Sure cell phones with Starlink can potentially work so long as:
        1) they are waterproof
        2) the batteries are charged etc.
        3) They have a suitable app which can send your GPS location via text etc without you having to type it all in.
        
        Using a phone as a PLB replacement is very much a second place option. A PLB will work for 24 hours+ on a dedicated battery that is ready to go. It does not need apps etc.
        
        If a person’s position is well known and they have adequate flotation then rescue is relatively simple and relatively safe.
        
        These people were muppets.

      Experience or inexperience should not dictate the need to carry PLB/EPIRB or wear life jackets. The context and conditions should dictate that. Common sense should prevail.
      
      “I’m experienced, so I don’t need to take precautions. e.g. wear a life jacket, wear a crash helmet on a motorcycle, prepare for bad weather in the mountains, stop at red traffic lights, or as a cyclist or electric scooter user obey the road rules and give way when required to vehicles…”.         100% agree.
        
        If you’re on a small boat, even in glassy conditions, wear your lifejacket (preferably with a PLB attached).
        
        Thinks can turn from peachy to shit in a second. Freak waves come out of nowhere. You can hit a submerged log etc etc.
        
        The same goes for tramping. Whether it is a 2km walk in the bush or a multi-day tramp, carry a PLB and a space blanket etc.

        I wear one when fishing at river mouths. It doesn’t get in the way at all.

        Now you are being pedantic. On a boat, if the conditions are such that a moments inattention could throw you into the brink.
        
        On a Cruise ship, not so much, unless you insist on reenacting a scene from Titanic.
        
        But all of it is a personal choice. An individual has to evaluate the risk. But familiarity can breed contempt. And obviously the most recent drownings prove that point.
        
        If you are on the Milford Wander and go kayaking on Milford Sound, they will not let you into a kayak unless you are wearing a life jacket.

        Memories of my childhood include fishing close to the river mouth that went out to sea sideways to the shingle bank and therefore a very strong undertow.
        
        Those memories included that one or two fishermen who fell in without a life jacket – probably wearing waders and a Swandri and drowned.
        
        I was reminded by my parents that the undertow meant that falling in carried an almost 100% certainty of drowning.

    Spent time as a shepherd and hobbies of hunting and a bit of search and sadly recovery.
    There are basic rules. Tell someone where you are going where you will be and when you are coming back.
    If you think that you are lost water runs downhill follow a stream to a river to road or houses

      Telling someone where you are going is a good start, but it is way slower to get a response than if you have a PLB.
      
      If you just rely on someone else to raise the alarm when you are late to get back then chances are you’re staying the night if something goes wrong. In that case at least carry emergency blankets etc.
      
      Better yet is a PLB. This allows rescuers to find you much easily, day or night with zero searching. Rescue helicopters routinely rescue people at night by homing in on PLB locations.
      
      Many of the farmers in the Canterbury region carry PLBs with them all the time. If something goes wrong (eg. fall from a horse etc) they can summons help 24/7.

        When I was doing endurance training on my horse up on the Central Plateau, I would often be riding through the pine forests alone and I had a PLB attached to me, not my saddle.
        Fortunately I never needed it, but if my horse turned up all by itself at the main road, I could have been long dead before I was found amongst the trees.

      Getting lost in NZ is easy for some. I know someone who got lost in the Waitakeres ffs.
      There are creeks, dams with lakes. The ocean is to the west. Yep he got lost, then found. The groupthink was where would this fuckwit go if he was lost. They went in that direction and found him. It is 25km by about 12km.

    I carry lifejackets on my boat. Used to not bother wearing those big bulky ones but now we have the self inflating ones. Inspect the gas tube every year. $30 for new ones if needed. Smart Marine have them for $100! I carry 3 spare.
    I don’t have a PLB or an EPIRB but might for the summer. There is the VHF and cellphone plus USB charging.
    Been a while since the last trip. Safety. I have a bad rotor cuff tear so can’t swim that well.

    The report I saw said the metchant ships crew threw the life rings to the men. What I have found somewhat surprising is the lack of comment regarding the sailing on of the merchant vessel other than it was rough weather. Not knowing the vessels position closeness to land and depth of water cannot comment but would have expected it to remain in the area until released by the Coastguard. Maybe it was.

  Not seen anything saying they were or were not wearing them, but lifejackets would not have saved them. 24 hours immersion in water that cold and rough is not survivable in anything less than an immersion survival suit and nobody wears one of those (nor a wetsuit) for a day fishing.
  EPIRB in this case wouldn’t save them as the weather was too bad for the coastguard to get to them.
  
  The only thing that would have saved them was to turn the boat around and go home when the weather started to turn, like two other boats did.
  
  The fact that bodies were found at all suggests to me they were in life jackets.

    Many years ago I was on the ship in the North Atlantic. A deck boy fell over the side and was rescued after 2 days. He’s still alive and didn’t even have hypothermia. So there are exceptions to the rule. I’m a firm believer in wearing life jackets at all times when in a small boat though.

It was well known that the larger ferries were too big for Picton /Wgtn Transit 2 years ago.
With new live Current data entering Tory Sound, it was Deemed to Much Risk, Not to mention any wake.

  The proposed Interislander tonnage had another handicap, which is never mentioned. These ships were to be prototypes and as such would have all the problems (and associated costs) that this entails. Too much experimental (or “cool” as some called it) gear was to be installed and experience tells me that the “shake down” needed to get everything working correctly would take much longer than most of people realise. In my view, there’s far too much stress on “net zero contributions” and too little attention to the operational practicalities.

      They usually fit Corvus batteries. But I’m a bit skeptical. The technology seems to still be very immature.
      The main beef (for me anyway) was the choice of rail enabled ferries. Considerably more expensive, and not just ships but also the shore infrastructure, and not as versatile as conventional ro-pax vessels. Not forgetting the redundancy, or the lack of it – one ship out of service and the whole system collapses. But then again, what’s to expect from the company that bought the Valentine.

To lower costs, the Christchurch Cathedral will be reinstated to 67 percent of New Building Standards rather than the planned 100 percent.

The project should never have proceeded. It is now being cut back in a desperate plan to stay afloat. The Anglican Church has fallen into the “sunk costs fallacy” AKA “we can’t stop now”.

The cathedral is (presumably) being restored to be here for the next 200 years or longer. During that time it will experience destructive earthquakes, almost certainly including a magnitude 8 earthquake on the Alpine Fault.

Honestly, this thing was a clown show from the start. It looks like a bigger clown show now. There will be more to come.

      It used to have a lot more character in the past, particularly around Cathedral Sq, but with the slow demise of Christianity there’s not the monetary resources to restore the Cathedral or the Catholic Basilica not to mention the other lesser historic buildings that made the city interesting.

        Everyone has different preferences about where to live. Apart from the climate, Wellington was a nice place to live 20 years ago.
        
        Just for the record, Christchurch has a great climate, easy access to amazing scenery and outdoor recreation from the sea to the mountains, and all the great restaurants you could ever want. A problem is rapidly worsening peak traffic congestion. If you can avoid that it is easy to get where you are going and park outside your destination.

    It has always been thus which is what we generally like about it. If we wanted the twinkly lights we’d move to Auckland or Sydney.
    
    For tourism Chirstchurch is a gateway to the South Island ranges etc. A place to pick up a camper van etc. It isn’t really a tourist destination on its own.
    
    Nobody is going to travel halfway around the world to see the Christchurch cathedral. If you wanted to look at cathedrals you’d go to Europe.

  I was down in Christchurch recently and had a look inside the cardboard cathedral. I think it is stunning in its design and simplicity and a woman volunteer told me it was designed to stand for 50 years so still has 40 years to go. With the amount of work required for the Cathedral Square cathedral, perhaps it is time just to stabilise it and leave it as a ruin.
  
  I must say I always preferred the Catholic basilica as an architectural masterpiece.

    Our Nicene creed and so many other “basic” faith beliefs stem from councils that were directed by which ever Roman Emperor was in power and his political agenda deemed correct or necessary for the unity of his empire , and true religion / Christianity had very little say in the matter.
    
    And the great schisms in our faith too .The Egyptians didn’t make it to one council so ended up outcast .
    
    We didn’t help the Greeks when the Muslims were battering down their gates , they’ve never really forgiven the Roman church over that.
    
    After the century of religious wars on the Continent they came up with compromises through the Peace of Augsburg and later Westphalia .
    
    Even the great son of the secular French Revolution , Napoleon needed the Pope to crown him , but as a typical Frog did the biz himself .
    
    And I don’t know how many different British ( in the broadest sense of those islands) protestant schisms there were following Henry VIII’s breakaway , all dictated by their parliament’s insistence on not allowing religious freedom in those islands . Perhaps helping to create the United States of America as a once proudly secular but essentially Protestant haven of freedom.

    Later this year Notre-Dame de Paris will reopen 5-1/2yrs after a hugely destructive fire.
    It’s unfair to compare the two except that there is little political will to pay for the the Chch cathedral reconstruction and the church is skint being as it is a shadow of its former self.
    Basically it would be an expensive tourist attraction these days of no great use.

    The “extremely severe” part is just the icing on the cake. Those modifiers are not part of the diagnosis and almost certainly subjective on part of the clinician (if they did in fact say it).
    
    And as I mused last week, if the PTSD is extremely severe what was the nature of the instigating trauma? And how common is it for PTSD to present with the symptom of shoplifting?

The Cathedral was originally intended to be built primarily in wood, but it’s my understanding that the then Bishop wanted it in stone. If it had been of wood, it would probably still be standing.

I was a member of a singing group that led worship at several gatherings in the Cathedral back in the late 1970s. The acoustics were abominable, and attempts over the years to devise a sound system to overcome this were never entirely satisfactory. (By comparison, the Catholic cathedral was a dream to sing in.) Restoring the same acoustic environment doesn’t bear thinking about.

A cornerstone of this expansion programme is the construction of the four-storey Tōtara Haumaru (Shade of the Tree) hospital building on Auckland’s North Shore.

1 News yesterday evening showed the opening of the new hospital building on Auckland’s North Shore with Maori religious pomp and ceremony – only it seems.

Shots of the exterior showed large 3D lettering: ‘Tōtara Haumaru’ without any English equivalent to tell the vast majority of non-te-reo-fluent what the hell the building is.

It appears too that “Tōtara Haumaru” may be a “gifted name”, encompassing more than a literal translation, which Google Translate suggests may be “Safe Deposit”
This appears to have not been explained at all in Reti’s speech.

Perhaps the newish National-led Coalition email “English at least as large as Maori nonleclature, and English first if there are more than two words of three syllables each in the Maori” (well, that is not really any exact wording, but it should have been) arrived too late to effect the manufacture of the building logo and its placement.

And as for the favoured te Ao o Maori (religious world view – as opposed to Islamic, Hindu, or Buddhist, or even that of Christianity) view in the opening ceremony, that is another matter entirely for a supposedly secular New Zealand Government it entities.

New debt to income ratios take effect today. Using the stats in the very thin report on Stuff: if the average house price is (say) $903k, after a 20% deposit, the amount to borrow is $722,400.

The max DTI allowed under the new rules is 6 for O-O, so this lands at $120,400 gross or about $80,500 net.

Staying with the averages, if a household borrows, say $722,000 at today’s two year rate of 6.8%, they’ll pay $2,166 per fortnight in interest and principal over a 30 year term. If this hypothetical household has the average household income of $132,500 gross, say $89,000 net, this leaves approx $32,700 ($1,258 p/f) to cover other living costs such as rates, insurance, travel, power, phone, internet, food, etc.

    I thought it a bit of a stretch too, but bearing in mind I’ve used a very broad brush approach of average house, a standard 20% dep and average salary, once you step away from that by, say moving to ‘the provinces’, its likely the average salary and house price changes won’t help the bottom line.
    
    I guess the average household (which is 2.7 ppl, so, yea, that goes against your assumption of no kids) would struggle. A drop in interest rates won’t really help much (assuming mortgage payments stay the same) because more will go to pay off the principal.
    
    If the MEDIAN rent is $620 p/w or $1,240 p/f, it sure makes renting look v attractive.
    
    So, the next q is – Is the DTI ratio set to high?

    I’m not sure about it having an effect on interest rates as you say, but constraining credit could dampen house price inflation, which is probably the aim.
    
    Arguably the biggest flaw in my scenario is that it might not be a FHB that’s buying the average house with a 20% deposit. If it’s someone who’s ‘trading up’, their equity is likely to be more than 20% (even if they still have debt), so that might help balance their household budget.

I remember when

Given that half of these prisoners, post-release, will re-offend within two years, this looks like a lot of waste.”

So if you increase the number of prisoners, that obviously increases the number who re-offend within two years.
So crime will increase.

  It might balance out. Criminals in prison are restricted to the crimes they can commit there, so there is a protective effect on the rest of the community. OTOH, prison has little reformative effect and usually makes criminals more likely to reoffend when released.

    I keep reading comments on this blog – “Luxon should fly in commercial planes.” That is usually not practical.
    
    On his last trip Luxon flew Fiji – Niue – PNG – Japan. Try doing that just by yourself on commercial flights, let alone with a delegation. Good luck. There were good reasons for him to take the delegation that he did.
    
    Even if there was no press and no business delegation, there would be a minimum of three staff and six public servants with him, plus the Diplomatic Protection Squad, so (say) 14 people all trying to coordinate travel between Fiji and Japan via PNG. See the problem?
    
    It is simply not practical for the Prime Minister of New Zealand to make such trips as the recent one to Japan flying commercially. Nor is it practical for the leader of any country. Which is why it never happens.
    
    If the PM is only travelling to (say) Washington, and is not taking a delegation, yes, it is feasible to fly commercially, because there are many commercial flights to choose from. However replacement airplanes are inevitable. Most likely, they will be some half arsed second hand option, and history will soon repeat.

      out of Kalifornia if Chris was interested. Only 30,000 landings from new. Delivered to Mangere @ NZD 14 mill.

        Gonna need parts and some spare engines too…
        The 757 is a legacy aircraft that is getting harder to get parts for. And is the 757 a combi? Thats another $10-20 million for conversion to combi.
        
        Better off leasing a more modern aircraft. Getting one in a combi config will be tricky but not impossible.
        
        At least then maintenance support is provided and if the aircraft is no longer suitable for the mission, you can change it in the long run.

        QC is quick change. So seats on a pallet.
        So should have the cargo door already fitted. That’s a large part of the cost taken care of.
        
        CofA is certificate of Airworthiness, but RNZAF have their own processes for that.
        
        I’m guessing $14 Million USD.

      PS: That could be done with a far smaller plane like a bizjet.
      
      If we taxpayers really have to lay on transport for every journalist, then they can go in a C130. We have a bunch of those.

    About 95% of countries have a larger population than us.
    
    Ireland, about our size, has a Learjet 45 for this role. I think a bizjet like that would be an excellent choice for NZ.
    
    Yes, we also use the 757s for transport roles, but C130s are far better in many ways. For example, they can land on shorter runways during emergencies.

      According to Worldometer NZ is the 126th most populous country in the world followed by another hundred or so. Mind you some of the hundred are more like territories than countries.
      New Zealand is probably as isolated as anywhere and heavily reliant on trade for economic survival, as we all know. A decent reliable plane is a basic necessity if we are to present a big face around Asia

  There iz a widespread misconception that the Boeing 757s are solely for VIP transport. Their military role is to carry armed forces contingents over long distances. We need two reliable airliners for this. A bonus is having them available for VIP transport.
  Similarly, the RNZAF also has 4 twon engine KingAir trainers that also can be used for VIP flights within NZ.

    I predict that such a group of the bereft and disgruntled would last for about three weeks.

The major portion must be holiday pay ( if really not taken ! ) , as there is no suggestion of redundancy pay.

  You have to ask, would he not have taken the job without this clause?
  
  Time for the government to revert to the norm for perms, which is 1-3 months notice, which you work unless there are competitive circumstances.
