It is beyond me, why John Tamihere wants to remain a member of a clinically insane, clearly dysfunctional Political Party whose ideology always fails.

It is also beyond me why the UK Labour Party don’t unilaterally kick out the madman Corbyn.

Is it time for a DIY Tax?

The last few weeks I’ve been doing a bit of house painting now and then. I reckon that if I had a painter do it the following would have happened.

He would have charged me about $3000 + GST. That’s $3450. Of that, Robbo and PrinZess would have grabbed $1500 or so (tradie’s income tax + GST).

To pay for that I would have had to earn $5175 and chage my customers $776 in GST. ie. $5951 in total.

Of that $5951, the tradie only sees $2000 and the rest disappears in tax!

Clearly DIY is a massive loophole that needs to be plugged.

      Gareth Morgan would have homeowners taxed on an imputed rent, i.e. the benefit you obtain by owning your own home rather than renting, so I suppose as part of that it would be logical to impute a notional income to domestic work around the house and tax that as well. Of course, as the homeowner you could deduct the notional payments from your imputed rent. And of course, if you own a bach which is sitting idle 40 weeks of the year, you would be taxed on the income foregone by you not renting it. (Don’t laugh, it happens in Spain). If you own a car, they could tax you on the loss of notional income you could have had as an Uber driver when you were not working hard to pay the other taxes. Slit your wrists at the futility of it all and they would probably tax your estate on the income foregone by removing yourself prematurely from the work force.
      The moral is that if someone is jealous of your wealth, they can find many ways to take it off you.

        You have only included a tiny number of the other taxes hidden in the coalition agreement pages we are not allowed to see. Time to make some of these up and see if the COLL denies them, here your starter for 10 or should that by 110 – Fornication duties deemed at 3 a week at $10 a pop, wont cost the COLL anything as they rarely shag each other as they are so busy fucking the taxpayers. Queers are exempt of course as they are just buggers.

  Trouble is, the scope for cashies has always been limited and with the more limited use of cash and growth of data processing within IRD, it will remain limited. Trouble is, the IRD can find out what the tradie purchases, what permits a tradie takes out, and can compare financial performance between businesses.
  For example when there were milk deliveries, if the milk vendor under declared receipts, he would be caught out since IRD could readily find out how much milk he uplifted from the depot.

    With respect but you have no idea how tradies work. There are many many ways to skin that cat.
    Any tradies worth their salt will fill out the forms and let you lodge the permit and pay that fee. Even if its a closed trade like drain laying they will do that and send you a small invoice (you need that to show your realestate agent when you sell your house)
    WRT materials, a tradie will either organise the job lot to be sitting at the merchants with your name on it and you go pay for it. He still gets the “points” on his account (that is why tradies get LOTS of airpoints) and the margin he would have charged you in built into his cash rate.
    If he can he will charge the gear onto another job and sell it to you ex GST that way he makes a HUGE margin because its effectively income tax free and you are getting it at trade less 15%.
    When you pay your tradie with $10K in notes he spends it offshore, gas for the boat, old cars or the missus burns it on grocieries and bling as a last resort.
    I have some idea about this stuff because SWIM used to be a knuckle dragger 🙂

      All well and good until it’s time to sell the business. Then the EBITDA looks like it’s worth 5x stuff all. But that’s another black mark against Cullen’s CGT because if you are going to be taxed 33% on your exit multiple, you may might just as well enjoy whatever tax free income you can on along the way.

        I always like the story behind Morton’s fork. Back in the day, tax inspectors didn’t have the technology to research your income from the comfort of the office so assessments were made by visiting you at home unannounced. John Morton figured if you appeared to have a lavish lifestyle you could afford to pay more taxes to the King. On the other hand if you had very little when he turned up he concluded that you must have plenty of savings, so could afford to pay more taxes to the King. Thus all the subjects were caught on one of the prongs of Morton’s fork – a dilemma with no solution.

        A is Amortization.
        Depreciation is basically the deterioration of tangible assets. ie the car wears out.
        Amortization is the equivalent for intangible assets. An example would be something like a patent. It has a limited life and then expires and becomes worthless. Amortization would be the decrease in the value of the patent each year as its remaining life declines. They are both estimates of course.
        At least that is how I understand it though an Accountant may have a differing definition

      Income Tax has only been levied in NZ since 1891.
      Prior to that the government raised money from customs (voluntary) and tariffs (compulsory).
      Voluntary taxes were basically paid if you bought something that was taxed such as smokes. Compulsory was things like death duties where you had no choice.

    Even taxi/Uber drivers cannot hide their real income. It is fairly easy to estimate from tyre purchases how much travel has occurred and hence imputed revenue.
    
    Income tax inspectors still visit homes and make informal assessments of living standards.

      Tubby, as you call her, I will call her the Rotund one has had her complete family history scrubbed from the net. I must admit, even with a VPN and looking at different countries, nothing remains, it is almost like the child have been wiped from the earth as in an annulment.
      They seem to have been able to achieve an incredible scrubbing process, must have cost a substantial sum and time to achieve.

      If I was a betting man, my guess it will end up it was just a figment of the poor fiddled adolescents imaginations. Their memories must have let them down.

      If he walks free, it really does say so much about the party system that not only allowed this to happen, it has set out to deliberately hide the truth from the public.
      As with Pell and 3636, the public and in 3636 case, the crooks are not that stupid. The Rotund one has to face the blow torch and stick by her child, hard thing to do, but only thing to do.

Ardern: No. It’s a debate.

But about what?
Labour obviously has a position, as mentioned above, but it’s not to be revealed yet.
With support partner the Green Party already on side, Ms Ardern said it’s her job to get NZ First across the line too. “My job is consensus building.”

So the great-unwashed populace “are having a debate”, but without any specific points confirmed as worth discussing, so, as outspoken opponents who have “columns in the Herald” have been dismissed by Jacinda, the rest of us – without guidance to the position she is yet to convince Winston of – are just wasting our time.

So really we should get on with other stuff which is important to us, and await being enlightened when Jacinda can get all her ducks in a row.
Then we can perhaps have an informed debate.

And, in this year of delivery, there are about another 130 working parties preparing to report back. Will they all be subjected to a similar vacuous debates?
And in a context of empathy and compassion, just how fairly do you think those near the end of the list will be treated?

Jacinda’s first year seems to have been all talk – mostly bumper sticker slogan talk
But this is the year of delivery, she says … and says … and so far it is still all talk.

Just because 34 out of 35 countries in the OECD have a CGT, it is no reason for NZ to introduce such a tax.

In none of the countries with such a tax, is the regime the same, it doesn’t:
– necessarily raise much it tax;
– make tax easy or cheap to administer;
– redistribute income except to the govt;
– lower other taxes;
– make housing more affordable (if anything it has the opposite effect.

So, rather than wasting money and time on such nonsense, why isn’t the CoL running a Woking Group on something more meaningful like how to deliver levels of government in NZ that we need and can afford?

        It was obvious that welfare “sanctions” and targeted welfare was starting to make an impact. DHBs were also getting ahead of their lists and were doing it within their budget.

Should i be concerned?
A few months back, Spark came to our house and installed a new Huawei Router. Now every time i try to log in, a message appears that i need to supply Huawai with a ‘Default User Name & Password to help modify the device SSID’. I just ignore it and try logging in a second time with Xtra. Then, just before Christmas, our old lawn mowing man retired and has been replaced by a Chinese contractor who told us he had bought the franchise. On top of this, when i took my car for its anual WOF last week, while it went thru with no probs, the guy at VTNZ told me that the back tyres needed air. Even my partner thinks that when all these events are viewed collectively, they do seem a bit of a worry 🙁

  Staff at the old MOT and council testing stations would have been under instruction not to give advice or comments outside the scope of their duties. The reason was management did not want the bother of dealing with any consequent complaints. Now VTNZ is privatised it is able to offer extra services.

  But much of the ‘committed’ KiwiBuild is still has to be paid for – and with our taxpayer money if any homes fail to sell for at least their full cost / contracted prices. We don’t even know clearly what the forward programme is, e.g. :
  
  – how many homes that have been bought and paid for (plus the total cost), have yet to be sold unconditionally?
  – how many KiwiBuild homes have sold so far unconditionally a) at a financial profit, and b) at a financial loss?
  – how many additional homes have been ‘contracted’ firm , and at what total committed contract cost?
  – how many additional homes are budgeted to be ‘contracted’ firm in the financial year commencing 1 July 2019, and at what budgeted cost?
  
  Where are our media tracking this total Government stuff-up, and continually researching relevant information to keep us informed. At times I believe that NZ must have the most “benign” political media in the democratic world to forego investigation and reporting of such wanton Government mismanagement as KiwiBuild.

Shifting North Magnetic Pole Forces Unprecedented Navigation Fix

Rapid shifts in the Earth’s north magnetic pole are forcing researchers to make an unprecedented early update to a model that helps navigation by ships, planes and submarines in the Arctic, scientists said.
Compass needles point towards the north magnetic pole, a point which has crept unpredictably from the coast of northern Canada a century ago to the middle of the Arctic Ocean, moving towards Russia.
“It’s moving at about 50 km (30 miles) a year. It didn’t move much between 1900 and 1980 but it’s really accelerated in the past 40 years,” Ciaran Beggan, of the Bri
tish Geological Survey in Edinburgh, told Reuters on Friday. A five year update of a World Magnetic Model was due in 2020 but the U.S. military requested an
unprecedented early review, he said. The BGS runs the model with the U.S. National Oceanic and Atmospheric Administration. Beggan said the moving pole affected navigation, mainly in the Arctic Ocean north of Canada. NATO and the U.S. and British militaries are among those using the magnetic model, as well as civilian navigation.The wandering pole is driven by unpredictable changes in liquid iron deep inside the Earth. An update will be released on January 30, the journal Nature said, delayed from January 15 because of the U.S. government shutdown. “The fact that the pole is going fast makes this region more prone to large errors,” Arnaud Chulliat,a geomagnetist at the University of Colorado Boulder and NOAA’s National Centers for Environmental Information, told Nature. Beggan said the recent shifts in the north magnetic pole would be unnoticed by most people outside the Arctic, for instance using smartphones in New York, Beijing or London. Navigation systems in cars or phones rely on radio waves from satellites high above the Earth to pinpoint their position on the ground. “It doesn’t really affect mid or low latitudes,” Beggan said. “It wouldn’t really affect anyone driving a car.” Many smartphones have inbuilt compasses to help to orientate maps or games such as Pokemon Go. In most places, however, the compass would be pointing only fractionally wrong,
within errors allowed in the five year models, Beggan said.

  Maybe the Earth’s magnetic field is heading for a reversal. Supposedly it is overdue for one. Geologists say the last reversal occurred about 41,000 years ago but that one only lasted about 400 years before flipping back. Apart from that glitch, the current magnetic pole scenario has been around for 780,000 years.

    A while ago I set up a weather vane at home and I thought I may as well set up the cardinal points accurately. I went to trouble of using the shadow of a plumb bob to find the true North South line at local solar noon from https://www.timeanddate.com/astronomy/new-zealand/auckland. The interesting thing is that I compared that to a compass app on my phone with magnetic deviation offset enabled. The phone was actually in close agreement with the plumb bob shadow. This surprised me as I had read that phone compasses are crap. However this is a fairly new Nokia smart phone so maybe they have improved a lot – or maybe just lucky.

    TL/DR: NZ can’t stop him returning, there’s little NZ can do to hold him to account, best case is prosecution in Syria.
    
    Not so: burning your passport and renouncing your citizenship are entirely different matters, with the former being a symbolic gesture and the latter requiring a fair bit of paperwork and filling out about a 100 page declaration.
    
    NZ is in a bind here. We can’t strip him of citizenship because that would make him stateless which is a breach of numerous conventions in international law which NZ is a signatory to.
    
    Conversely unlike most other western countries NZ does not have a law against fighting for a foreign entity under which he could be prosecuted on his return.
    
    The very best outcome NZ can hope for is that he is prosecuted in Syria.

        Which leads to a whole host of consular assistance problems for NZ, as per policy we’d be duty bound to exhaust every diplomatic angle to get his death sentence commuted.
        
        And make no mistake, this is going to cost us diplomatically no matter what. For example he’s currently in the custody of the Kurds who want to carve out their own state in Syria and Iraq and want protection from Turkey.
        
        Taylor is now a bargaining chip in negotiations with NZ the Kurds can use to secure NZ support for all of that.

Former Prime Minister Helen Clark and Auckland University of Technology are launching a new think tank devoted to researching policies on sustainability, peace and inclusiveness, they announced today.

The Helen Clark Foundation will launch at the campus on March 21.

Ms Clark will serve as the patron of the foundation and is attending the launch event. Katherine Errington, a former New Zealand diplomat, will serve as director of the non-partisan group.

“It will seek to gather, interpret and communicate evidence which can inform solutions to public policy issues,” according to a press statement from the think tank that was released today. “Early areas for attention will be environmental challenges, justice policy and drug law reform.”

The first research report, which will be distributed during the launch event, will focus on next-generation energy in New Zealand. It looks at the potential for “green hydrogen”.

“Spectrum claim resurfaces as 5G nears”
A claim under the Treaty of Waitangi on spectrum resurfaced this week as Spark worked towards launching superfast fifth generation 5G mobile internet on July 1 next year.

A spectrum claim – WAI 2224 – was lodged with the Waitangi Tribunal in 2013 when the 4G spectrum was auctioned, and Maori interests didn’t like having to compete with other interested parties.

In an earlier claim – WAI 776 – the Tribunal recommended that Maori had a right to fair and equitable access to radio spectrum.

That led, 19 years ago, to discounted 3G spectrum being allocated to the pan-iwi Te Huarahi Tika Trust whose commercial arm, Hautaki Ltd traded the spectrum for a minority stake in the company that became 2degrees.

WAI 776 claimant Rangiaho Everton achieved the discounted allocation. Her son Graeme Everton, who is the WAI 2224 claimant, is seeking a “negotiated solution” before the 5G auction.

Aside from the absurdity of a Treaty claim for an asset that no one had any knowledge of when the Treaty was signed, the spectrum claim is a reminder of the lasting impediment that decades of appeasement has imposed on getting anything done in New Zealand.

“Capital gains tax a Treaty breach for iwi?”
A capital gains tax exemption could be on the cards for iwi, with the Tax Working Group suggesting a reshuffling of the rules for Maori collectively owned land and assets.

Sir Michael Cullen – who headed the tax group – is warning of potential legal ramifications if the Government fails to address the issue.

Even a discounted a capital gains tax for iwi of 17.5 percent instead of 33 percent brought a quick threat that iwi would go to the Waitangi Tribunal to seek relief.

Perhaps the proposal was shocking to iwi because they have been enabled to trade as charities exempt from tax on income.

“Push for voting Maori appointees in Hastings”
The Hastings District Council’s Maori Joint Committee wants their chairman to be appointed to the full council meetings, including public-excluded parts of meetings, with speaking and voting rights.

The Maori Joint Committee also wants one of their members on each standing committee, with full speaking and voting rights and remuneration.

The move has not been reported in the media although it was recorded in the minutes of the joint committee’s meeting held on November 28, 2018, that are posted on the council’s website.

Under Section 41 of the Local Government Act 2002, only representatives elected under the Local Electoral Act 2002 are entitled to vote at full council meetings

Three of the Hastings council’s 14 councillors are Maori, so the move may not be justified as a measure to get Maori to the top table because some are already there.

Joint committee members are connected to Treaty settlement groups, which gives the appearance that special political power is seen as the logical next step for groups that have benefited from special Treaty payouts.

7612 have signed against tribal appointees
A total of 7612 people have signed our Change.org petition to Environment Canterbury to block the Canterbury Regional Council (Ngai Tahu Representation) Bill, which would allow South Island tribe Ngai Tahu to appoint two representatives with voting rights onto the council in perpetuity.

Soon, our MPs will vote on the first reading of the Bill.

The two appointees will sit and vote alongside the 14 elected councillors. As such, members of Ngai Tahu would be represented by the councillors they voted for as well as the Ngai Tahu appointees.

Ngai Tahu, which is also seeking more input on decision-making at the Otago Regional Council (see https://www.odt.co.nz/news/dunedin/ngai-tahu-asks-involvement-orc-policy-making), has received $437-million in Treaty settlements since 1998.

The Auckland Council’s Planning Committee is expected to sign off the terms of reference for the group this week which will include Goff, Cashmore, Darby and chairwoman of the council’s Environment and Community Committee Penny Hulse. “Altering Benneydale to Te Māniaiti would acknowledge the history of Maniapoto iwi in the area.”

The Geographic Board make-up is disproportionately Maori, and has led in re-Maorifying New Zealand place names.

The chairman of the NZ Geographic Board is the Surveyor-General, Mark Dyer.

Other members are nominated by the Federated Mountain Clubs; the Geographical Society; Ngai Tahu; the Minister of Maori Development; the Minister for Land Information; and Local Government NZ.

Present members apart from the Surveyor-General and their nominators are:

– David Barnes (Mountain clubs nominee).
– Jenni Vernon (Minister of Land Information).
– Rikirangi Gage (Minister of Maori Affairs).
– Michael Roche (Geographical Society).
