Interesting that the Budget alloted IRD a significant sum for chasing up PAYE and GST laggards. What I cannot understand is why IRD seem to take so long chasing up these laggards until in some cases they owe a six figure sum and IRD then has to liquidate the firm and then try and nail some human being. I would have thought that IRD would on the case pretty promptly rather than letting such firms use IRD for ‘payday’ loans. Indeed, I cannot see why IRD does not require the PAYE payment to be part of a firm’s payroll run. It seems strange that PAYE payments are monthly (or twice a month for big firms I think) when most wages are paid two weekly or even weekly.

  IRD are well on to it. However pollies like to make their noises so IRD must be chastened.
  Collection systems work well but the ‘dropouts’ take a while to become visible. Then they must be assessed with the delays between protests, investigations and debt recovery via the Courts.

  Yes I have often wondered the same thing. If ever I was a week late in paying the IRD the PAYE, Kiwisaver etc to them, I would get a message saying it was overdue and a penalty would be charged. How some can get to 100,000’s of dollars in arears is beyond me.

    Some are on 6 monthly GST cycles. The communications are all by computer generated messages until much further down the track.
    
    IRD aim to keeps it costs of collection down–they are not a spending dept. Overall they are very efficient.

      Correct Kev, and since National came into power in late 2008, they have been far more business-friendly. The incoming Key-led government directed them to be approachable, and to work collaboratively with businesses, not in their previous adversarial manner. I found that any times we were having issues, you could ring them and make a plan, and that was a refreshing change.

    Check out how these numbers get so high.
    Because:
    Monthly they charge overdue accounts a penalty and the charge interest on the amount and the penalty.
    Calculating the equivalent “finance Rate”, it comes to over 35%pa equivalent. ie nearly 3% per month.

  The only thing I would add is that typically a “six figure sum” is largely interest and penalties. The core tax owed may only be a modest % of the total sum being chased. The IRD has little incentive to chase (say) $20,000 of unpaid tax until the penalties and interest have exploded that sum to (say) $100,000 +. Then they’ll pursue with a vengeance. What will be interesting is whether Labour’s intense desire to tax us all bitingly will cause some to decide to up their avoidance/evasion behaviours? There is a convincing argument that lower tax rates can produce more paid tax simply due to taxpayers feeling better about their lot and hence more likely to co-operate.

    No. An organisation I am involved with (acting Treasurer) used a contract cleaner and I saw an IRD winding up notice for the company. I popped into the High Court and searched the file – it was a six figure sum of GST and PAYE (including employees’ Kiwisaver and student loan repayments – this is the part that really stinks) let alone any penalties etc. My immediate thought was why could not IRD have got on the case much sooner.
    I then noted the latest invoice came from a different company. We quickly de-hired the firm. We were generous – we paid the latest invoice when we got the keys back.

      PAYE is of course more than a simple debt, it is theft of monies paid by employees to be paid to IRD by their employer. There are criminal sanctions for failing to do so. (I believe Student Loan/Child Support monies are in the same category.)

        Paulus – plenty to see here. Yes, there are criminal sanctions and they are occasionally imposed. Even if Singapore style criminal sanctions were available these people will still game the system as much as they dare. That is why companies should pay due PAYE on payday and if not the sky should fall on them the next day (or the day after at 2am!).

        cubit – AFAIK IRD still publishes tax defaulters’ names in the GAZETTE (a sort of weekly newspaper published by the Government containing official notices). In the old days, newspapers would re-publish the lists just like they published local court cases – right down to speeding and parking tickets (they all went to court once).

The article is a gigantic whinge because the real world happened to her. The article is a must read, not just because it’s the most self-obsessed rant you’ll ever read – it’s the context.

It was the Herald’s headline story. They didn’t just print it – they stuck it right up the front.

I bet they rack their brains about why their industry is in trouble.

        An iwi leader on Red Radio put it like this: we shouldn’t spend iwi money on things the government is obliged to do for beneficiaries anyway (welfare, housing etc.).
        
        So *WTF* are all these iwi payouts for? And who exactly gets the money and makes the decisions on how to invest? Does the average Maori of that tribe get to democratically elect leaders, perhaps be part of referendums on impotant decisions?

    I was laughing my head off last night as all the Maori members of Labour like Willie Jackson, Kelvin Davis etc were squabbling that this budget was pro- Maori. Their words were like, just because it hasn’t got a Maori name doesn’t mean that it it isn’t Maori focused. Some guy from the Maori party said that is exactly what has to happen. Labour invented identity politics, they should know by now that there has to be a separate plaque with a Maori name on it to appease them.

    After a rather stern word with the Manager (who told me he has girls pull stunts like that all the time) it was eventually sorted out…

Re Phil Twyford’s criticism of Treasury people (I cannot call them ‘officials’ – this is too stilted and old fashioned). They (including the Secretary of Treasury the CEO) cannot talk back because of public service rules and etiquette. The response has to come from Grant Robertson as Finance Minister and the least he can do is have a meeting without coffee with Phil, and remind Phil that next time he has a gripe with Treasury people to come and see him.

  I did however have to check I was on the right channel last night when the second and third stories on One News were critical of the Government and Twyford. I suspect someone will be getting a “please explain” letter on Monday morning…

  Main reason people voted for him was the hope that, by ignoring his weaknesses and putting a mixed race person in the whitehouse, USA would be able to finally put the majority of its racial hurt to bed. This was supposed to show black people that they are allowed to succeed.

  The disappointment seems quite big , I think Labour will drop and the Greens will gain.

It would appear from the budget that Labour might be more pragmatic that they let on. If pragmatism is a virtue, then Labour hide it well behind a veil of false promises and raised expectations.

National, and John Key wore pragmatism like a badge of honour, and successfully explained to their support based the need for it. This explains why their popularity remained uniform for their entire term of government, and why I expect to see a big drop in support for Labour.

I also expect support for the Greens to rise.

    NZ Politics has always been about who holds the center swing voter. This budget is an appeal to the center, at the expense of those who are Labour’s base.

So we have a crisis in our underfunded health sector. So how does the transformational wonder budget attack it?
By reducing budget per capita once capital exp is taken out and figures are inflation adjusted, population increase adjusted and bullshit down hospital walls adjusted.
So us NZers will actually get less $ per cap spent on health, what a magnificent response to an underfunding ‘crisis’. But easily spun to the brainless masses and media that it’s a winner due to more $ without considering capital exp, population and inflation.

The housing crisis is being approached with no respectable plan to increase supply effectively and we have more refugees coming in.
If we are in a crisis shouldn’t a government that is representing the interests of NZ citizens in this crisis freeze refugee increases and foreign aid increases.

So this is Shane Jones’ brilliant scheme to protect Kiwi jobs from migrant workers… encourage businesses to automate? Does he not see the fundamental problem there?

Just to spell it out for the truly thick (which apparently includes Shane Jones), a business replacing a position through automation means nobody gets the job. Neither a migrant or a Kiwi would have the role. And even if the specific role that gets automated is one that Kiwis wouldn’t want, elements of that automation technology could very possibly be applied elsewhere, to roles that Kiwis do want.

Encouraging automation in general is something we should be very wary about. Increasing levels of automation are inevitable, and will bring many positive benefits. But they will also bring massive social disruption. The longer we have to transition into a high-automation future the better. NZ First’s xenophobia and dislike of foreigners is not a good enough reason to rush into this future faster than we have to.

  Automation eliminates many boring, repetitive jobs that ought not to be done by a human, for example:
  – Data processing
  – Grocery packing
  – Vehicle driving
  – Cleaning
  – Bookings and reservations
  – Retailing
  – Planting and harvesting
  People are better trained to do the kinds of work that machines can’t do well.
  Of course, the issue of what to do with the 15% of the population that lacks the intelligence to do this kind of work will always be a problem.

    When I worked in Thailand I used to see women sweeping the streets every day. They probably left school as soon as they could, not because they were stupid, but to support themselves. Now they got up early, put their makeup on and took pride in what they did for a few baht a day.
    On the other hand there were guys in our office with degrees who fucked around on their phones half the day and then got paid OT to get the job out the door on time.
    The street cleaners could be replaced by a machine, as they have been long ago in NZ, but what becomes of the poorly educated manual worker?
    (In America they voted for Trump BTW)

re: the shooting in Texas today – one writer has posited the idea that they are becoming more frequent because ” each mass shooting lowers the threshold for the next. He argues, we are in the midst of a slow-motion “riot” of mass shootings, with the Columbine shooting in many ways the key triggering event.”

But Granovetter thought it was a mistake to focus on the decision-making processes of each rioter in isolation. In his view, a riot was not a collection of individuals, each of whom arrived independently at the decision to break windows. A riot was a social process, in which people did things in reaction to and in combination with those around them. Social processes are driven by our thresholds—which he defined as the number of people who need to be doing some activity before we agree to join them. In the elegant theoretical model Granovetter proposed, riots were started by people with a threshold of zero—instigators willing to throw a rock through a window at the slightest provocation. Then comes the person who will throw a rock if someone else goes first. He has a threshold of one. Next in is the person with the threshold of two. His qualms are overcome when he sees the instigator and the instigator’s accomplice. Next to him is someone with a threshold of three, who would never break windows and loot stores unless there were three people right in front of him who were already doing that—and so on up to the hundredth person, a righteous upstanding citizen who nonetheless could set his beliefs aside and grab a camera from the broken window of the electronics store if everyone around him was grabbing cameras from the electronics store.

He argues that Columbine normalized this kind of shooting and that the ones that followed just followed that template.

Here’s the most ominous part of the Gladwell thesis. The “low threshold” shooters are motivated by “powerful grievances,” but as the riot spreads, the justifications are often manufactured, and the shooters more and more “normal.” Here’s Gladwell’s chilling conclusion:

In the day of Eric Harris, we could try to console ourselves with the thought that there was nothing we could do, that no law or intervention or restrictions on guns could make a difference in the face of someone so evil. But the riot has now engulfed the boys who were once content to play with chemistry sets in the basement. The problem is not that there is an endless supply of deeply disturbed young men who are willing to contemplate horrific acts. It’s worse. It’s that young men no longer need to be deeply disturbed to contemplate horrific acts.

    Those school shootings have generated huge media attention in many other countries besides America, but there haven’t been outbreaks of shootings in schools elsewhere.
    It could well be that little Johnny has felt like carrying out a copy cat shooting here due to bullying or whatever, but because of the different situation here it’s not possible.
    Who knows, because it doesn’t happen.

All those thinking Mueller and his team have some ability better think again. Mueller pulls a PR stunt and indicts 13 Russian companies and people he says had something to do with the “Russian collusion”.
Then to his horror one of the companies calls his bluff and was happy to go to court.
Then it is shown one of the companies did not exist at the time of “the crime”.
Then in discovery they produce a lot of documents which are in Russian and supposedly show they influenced the election but Mueller’s team have to admit they don’t have them translated.
Then Mueller alleges other people involved are employed by the defending company , which they weren’t.
Spectacular back fire for the PR stunt.

“My 11 year rates dispute is over – but unresolved transparency issues remain.”

Yesterday, under duress, I signed a Rates Postponement Application with Auckland Council.

This has stopped the forced rating sale of my home.

It has also ended my long-standing rates dispute with Auckland Council.

The effect of applying for Rates Postponement was always going to end my rates dispute – which is why I have resisted being bullied and coerced into taking such a step – but in the end – I had no choice.

If I had not agreed to Rates Postponement- the forced rating sale of my freehold home would have gone ahead.

(This enormous source of stress has now gone, and I can now focus on dealing with my Stage 3 ovarian cancer.)

Have the underpinning reasons for my rates dispute been ‘resolved’ with Auckland Council?

No – they have not.

Here again is the underpinning legislation – the NZ Public Records Act 2005, section 17

I also note that, IMO, it has not been the actions of the third party, statutory ‘public watchdogs’ such as the National Office of the Archives, or the Office of the Auditor General (OAG) who have held Auckland Council or CCOs accountable to their statutory obligations arising from the Public Records Act 2005.

I look forward to mainstream media asking why there has been so little ‘law upholding’ when it comes to the Public Records Act 2005 – which has been THE LAW for now over thirteen years.

My individual rates battle with Auckland Council may be over – but the war for transparency in the spending of public monies on private sector consultants and contractors continues …..

New stadium for Auckland in the news. Again.

I’m really looking forward to it. Not because the advantages it would bring or the fun of the fight back and forth on the ayes and noes.

The best fun will be in seeing Eden Park redundant and going, planning rules being changed as necessary and apartments built on that land.

Imagine 5 to 10,000 living there, close to town. The locals would never have to be concerned again about the noise on a handful of nights in the year and having to make submissions about protecting Sunday nights from noise and busyness. The days with streets clogged with park goers will be gone. Calmness, peace and quiet will reign.

Just read this statement in my local paper:

Progress results are in on the binding poll for the introduction of Maori Wards in the Whakatane District, and the results are showing a majority have voted against it.

A total of 5856 people have voted against Maori wards in the district, with 4504 voters in favour.

Imagine if this was South Africa 30 years ago, or the USA 50 years ago, and you were to replace the word “Maori” with “Black”. We are such a backwards, regressive and institutionally racist country for even allowing such a poll to occur – And the last national government had the chance to remove such a thing and instead went into coalition with left wing racists- they really were left wing SJW Dolts.

    I can still remember being a school camp volunteer about 40 years ago listening to a teech and a fireman volunteer parent, while we were winding down over a beer, telling each other how badly paid and under appreciated they were!
    I suggested that if they were so unhappy then should both quit and get a real job so they’d have nothing to moan about anymore. They never spoke to me again for the duration of the camp! 🙂

By examining the FBI’s 2016 Uniform Crime Report, which was released this week, the report found that Alaska is the most dangerous state in America, and concluded that Anchorage is the state’s most dangerous city.

The report states that in 2016, there were 804 violent crimes per 100,000 Alaskan citizens, 52 murders and 409 adults per 100,000 residents were imprisoned.

Oh. I’ve just been watching a program on the Discovery channel about this 16500 ton coal train on the CPR delivering it’s load to a ship waiting to get it’s full 77,000 ton load! 🙂
I always knew the Canadians were really touchy-feely nice guys who would never shit on the planet by selling dirty coal to the Chinese! 🙂
How is our coal mining on the West Coast going then Damien? ….What? ….same way our oil and gas exploration is! 🙂

    I don’t recollect a referendum on the subject.
