English’s Elephant.

Under current law, private schools, fee-charging hospitals and food giants reap the rewards of tax relief with no obligation to donate some of their profits.

The Government is $600 million out of pocket each year as the charities sector swallows $400m through income tax exemption and $200m in tax credit refunds, yet Cabinet decided against reviewing charity law last year through “fiscal cost” fears.

Gousmett, a member of the Australian Charity Law Association (ACLA), agreed the law was creating “inequality in our tax system”.

Speaking at a post-Budget business lunch in Christchurch yesterday, Finance Minister Bill English said Governments had been “grossly irresponsible” over Housing Corporation not knowing much about its houses or the tenants.

He said the nationalised housing industry “is a disgrace”.

Why flog a dead horse? Student loans are the next big economic bubble-in-waiting. The government needs to get it’s head around another way of funding student education. Unless of course the 10,0001 in default/overseas borrowers are a historial debt from the first lot of poor prats to draw down.

Vikings contribution on charities brings to mind a comment I made some 10 days ago in relation to Family First and the Charities Commission:

” The problem here is at least five (may be more) fold:

1. An insatiable desire on the part of state bureaucrats to maximise tax revenue. (The purpose of which will always be moot);
2. A desire on oif the part of wealthy and ordinary folks to donate monies for good purposes in the belief that their contributions will be more cost effective (Note: It costs the State 25 cents to gather and distribute every dollar collected by way of taxes or other imposts.);
3. A fundamental dislike by Labour/socialists of anything charitable, born from the erroneous, belief that they are best able to spend other folks money;
4. a definition of “charitable” that bears only passing relation to original purposes, but a definition that, in most cases, has been updated to recognise the world as it is in 2012/3 (Staples, good as it is, is neither up to date nor accurate in every instance).
5. The inclusion of political activist organisations under the Charity umbrella.

Under Lange, the IRD and Treasury made an attempt to kill charitable donations. I was a member of the “Charitable and Non Profit Working Group”, which included groups such as the Todd Foundation, The Sutherland Trust, IHC, all the major churches,, Barnados et al.

Among participating was one named Patrick Millen, then also, by pure happenstance, Secretary of the Cabinet.
The working group commissioned a detailed study by NZIER then headed by Alan Bollard- yes, The Alan Bollard. With Patrick whispering in the proper ears, backed by the NZIER report, which rubbished IRD/Treasury, the proposal was killed, stone dead.
Central to the IRD/.Treasury proposal was an organisation to, in effect, seize, and control charities, and their distribution of grants.

Under Helengrad / Cullen they tried again, and largely succeeded. But not enough to challenge the really big charities. However, so many fringe groups were by then registered as charities that there needed to be a correction. Scrubbing Greenpeace and the like is great. They long ago moved past the charitable stage. They became, and remain, political action groups. Such groups are NOT charitable. Period. ”

Now we have a surrogate-like attack by Wall, whose position as uninformed as it is blatantly aimed at increasing the power of the socialist state she and her like support.

Wall, and all critics of good charitable works, should start their quest for knowledge and equity by read “The Lords of Poverty” – a comprehensive expose of the scandal that is jnternational charity. Those (well, many) groups that suck money from our well-meaning and charitably minded folk are leeches, but beyond the reach of law enforcement.

Start there Wall. Leave NZ oriented charities alone.

While I’m personally in favour of true charitable organisations retaining their present tax status having lobby groups & businesses owned by religious sects sheltering under the umbrella is enough to choke any net taxpayer.

The definition of a charitable body needs to be screwed down followed by a vigorous weeding of the present list.

Your post reminded me of my grandfather, and then my father, and now myself. When my father started work, his father made him divide his income four ways. 10% was to go to charity. 30% to his mother for care/room/food etc. 30% must be saved, and the last 30% was his to do with, whatever he pleased, including purchasing his own clothes, leisure activities etc. When I started work, I was told the same, and I in turn passed the same on to my children. We also have a family trust, started by my grandfather that donates, but to whomever the trustees decide, we also will not be ‘told’ to whom we should give, or allow anyone else to make that decision for us.

Roger Douglas’s Alternative Budget at the Herald is a good read. First $35k tax free for individuals and $125k for two parents and two kids. Anything above is taxed at 10%. It supports the conservative ideals of people having at the very least, the chance to build an asset base while young. Part time work sure then beats the dole.

It won’t do Colin Craig any harm to publicly support it.

After last night’s bombshell revelation on Citizen A by Matthew Hooton, I now am left to consider whether the sacking of Aaron Gilmore was an inside political hit job.
Reflecting back, I can’t pinpoint what triggered that unease first, the fact Aaron Gilmore’s lawyer ‘mate’ had photocopied the apology letter prior to dropping it off to the restaurant the morning after, or the fact that the mainstream media were being fed leaks via Cameron Slater’s blogging chum.
Or was it how information sort under the Official Information Act from a Government ministry was released within days when the usual practice takes almost one month at best.

wat and Dennis, I think the point is the leverage that say a single i-phone app developed by a single person can get in a medium where there are no manufacturing or distribution costs.

And I make no value judgement on it merely observe it’s a phenomena changing the world we live in.

For example, an Indian polling company that gave a shit could easily come over here and muscle in on DPF’s Curia business just as easy as pie, just like Curia could do to that Indian company if Curia cared to.

It’s an interesting new world we live in, and one in which the rewards will flow to fewer and fewer and where most of the jobs will be low level service jobs like supermarket baggers. Which is what’s happening in the US right now if you care to look. And where the US goes, so do we, in a few years time.

Like I said, I make no value judgement on it, merely observe this is what is going to happen, and no-one can stop it. So the only relevant question becomes, how does each of us plan on dealing with it and more importantly, what does this mean for our children and our grandchildren, for the trend will only continue.

Interesting comments re charities Flipper. I wonder how many of those who tried to stop business leaders entering Vector Arena for a briefing from the PM yesterday had previously been at the Child Poverty Action Group’s Budget Breakfast which seems to have been far more political than charitable.

The argument is that such people, when they move to a country with a more educated and skilled population, free them to more-fully exploit that education and those skills by taking over inherently unskilled work such as waiting tables and pushing wheelbarrows. Hence productivity increases.

This effect obviously can’t happen if they remain in their native countries, so it is stupidity to say that Haiti and Mexico should therefore be economic powerhouses.

Firstly. it’s good to hear that you’re better.

Now, Denis is correct -where the wealth went- is an optical illusion – it got transfered.

Some people who worked at Kodak created wealth for themselves by investing[transfering] their pay into shares, houses ect.
Others created wealth for themselves in paying for[transfering] an education to better themselves with higher pay, and some others again in moving countries. All along the way they clothed and feed themselves, which again transfered wealth to others who were paid, and then repeated the wealth creation process. That’s why Chinese are now getting wealthier too.

The major lesson in wealth creation is not to be left holding debt without an income. The workers at kodak were not all laid-off at the same time, most left to get incomes from other jobs to ‘maintain their wealth’ therefor, ‘all wealth’ never ‘disappeared’ when the company became bankrupt. Cheers.

The definition of charity as originally written (at the behest of the churches) was/is too narrow for 2013.
The problem really develops when groups move past good works into political activism (irrespective of hue).

From a purely economic view, good charity is better for the community than tax and spend by Gpvernment.

The 25% in $ cost (according to Treasury/IRD) of taxing, collecting and distributing state revenues is a dead weight, and disregards the value of folks being “good neighbours”.

It’s pointless getting them in Watty, as you are then only MAINTAINING a low wage structure THROUGHOUT the ENTIRE economy. Productivity gains is what betters the pay of the low skilled!

Charities and taxes.

Ngai Tahu with its massive taxpayer created business operations is a charity.

We’re constantly being told about what a successful business operation it is on the one hand but as a business it pays charity tax rates. What are those rates?

Is it a business or a charity?

Are its directors who get big salaries running a business or a charity?

Who benefits the most from this charity’s operations?

Will our fearless media ever do any stories on this?

It’s Maori ,so raising these issues is racist,don’t go there……..

Correct me if I’m wrong.

I reckon one of the problems with the middle classes is debt.

Once upon a time debt was disgraceful ( unless it was creating wealth or for a house you could afford to borrow for).

Debt is now ubiquitous and banks,govt and the all too powerful consumer economy encourages it.It’s almost fashionable.

There’s no shame in bankruptcy either and successive govts have moved to reduce the stigma over it (equality?)

Now that the govt is recommending arresting student loan defaulters I think it’s time to reintroduce debtors prisons.That would fix a lot of problems.

I agree. I had no problem with Family First being judged as more political than charitable. The direct lobbying of MP’s with real or implied threats of electoral consequences for voting a particular way crossed the line between advocacy and politicking. I feel the same way about CPAG.

I have no problem with the Charities Commission applying a tight interpretation of the law, provided it is applied consistently.

Whoops! the link I gave in my 12.31 post to the Huawei mention might run into the Financial Times pay wall.

If it does, the newspaper’s report is about the death of an American engineer, Shane Todd, found dead in in his apartment two days after leaving a job at the Singapore Government’s Institute of Microelectronics. He was involved in a potential project with Huawei, but former colleagues deny it had any military applications.

To be fair, Huawei looks to be uninvolved in this man’s death, but it shows the sensitivity of fields in which Huawei works.

Todd’s death is subject of an inquiry in Singapore. Police argue his death was suicide, but his parents think he may have been murdered.

Todd was working for the institute on gallium nitride, which has commercial and military uses ranging from light-emitting displays and mobile phone base stations to radar and satellite communications. His parents believe his death may be linked to that work.

Institute employees have told the inquiry the American engineer had been involved in a “potential project” between the institute and Huawei.

Patrick Lo, the institute’s deputy director of research, said Todd drew up a proposal to Huawei for the institute to build a device for $1.8m. The project did not proceed. Todd was at a meeting on June 5 last year between the institute and Huawei about the proposal, 17 days before he left the institute. He was found dead on June 24.

Huawei emailed the institute on July 11 that its goal “in relation to GaN (gallium nitride) was ‘indeterminate’” and the proposal did not proceed.

Lawyers for the Singapore government said Todd accessed several web sites on suicide and depression in the three days before his death.

But I think the point was Keeping Stock, that family first was a target to have its charitable status wiped simply because it opposed gay marriage. Other organisations on the left were not singled out. So it remains a travesty that we should all be upset about. The irony is we are supposed to have elected a conservative government?

But I support charity including churches and other organisations that are not for profit. I would like to see the government do less and let the little platoons in the community rise up.
Breakfast in schools is a perfect example. If charities such as churches want to provide breakfast in a local school then all power to them. What I don’t want to see is the government doing it.

wat dabney 10:05 am The topic reminds me of a recent snippet on the news about ‘living wage’ campaigns etc which very briefly featured a bloke immigrant from Malaysia who is a cleaner working for $13.75/ hour.

I look at that and I think… so you want to let people into NZ who have no skills to offer. Good one. And very very highly unlikely to be able to do anything about it. Language barrier for one.

Aren’t there enough people born here who have nothing to offer? Why bring them in from overseas?

The idea that a local person – someone who was born and raised in a land of opportunity, free education and healthcare – should be protected from competing against someone who had no opportunity whatsoever, someone born into poverty, someone who can’t even speak the language yet is prepared to travel across the World for the chance to earn a modest income to remit to their family,is absolutely disgusting.

Saw the interview this morning on The Nation with commie Wussel. It was pathetic from him one of his worst. No substance or solutions just having a complete crack at the Govt. When Rachel asked him about raising taxes to pay for spending he said and I quote “not necessarily”. What a feeble lying commie prick he is. God help NZ if he should have any influence in a Liarbore lead Govt. We will be taxed to poverty!!!!

Every time you let in more unskilled people, it drags the country further downwards. There’s not enough unskilled work in this country to keep on bringing in more and more unskilled workers.

The third world is an endless supply of unskilled people who quite frankly should never have been born at all. Why doesn’t NZ open the floodgates and let in whoever wants to come here? Then you’d see competition. Or just another third world country?

Parts of NZ do resemble the third world but you can’t tell people what to do now, can you? NZ has enough problems of its own without trying to save the third world…. which is like trying to stop a fast-moving freight train with a feather.

Tuned into Parliament TV earlier. Julie-Anne Genter was speaking in opposition to the hike in petrol tax to pay for roads.

Apparently it is not economically rational to fund new roads from additional universal fuel tax as the cost of each of the roads is not borne in full by the users of each of them.

The rich irony that public transportation only survives through subsidisation by people who don’t use it has clearly escaped her.

I think one of the commenters on Kiwiblog was on this little expedition…..none other than the Samoan Superman “Polywog”, aka BWAV & Off White with an Attitude. If I recall correctly he was on the first part of the journey but so far he hasn’t told us anything of his experiences of floating ’round the ocean.

I suspect that this is probably because he spent the entire time gazing at the golden rivet with eyes spinning like a pokie machine but I admit to a slight bias. 🙂

Calling to Ralph for days on end would be disappointing when you are trying to connect with your ancestors .
poly black with utu proberbly got the polly wobbles.
I have taken a few fishing who are like that. Lose site of land and they go all funny.
Same sort who freak out over a little blueshark .

The commercial boats based in Nelson that fished the Southern Ocean were plagued with that problem Griff. As most of them were fishing Maori owned quota they were required to have a percentage of Maori on the crew.

Problem was that few of the Tangata Whenua wanted to work on the boats & the reason they gave was the dislike of venturing past the sight of land. Even if they did one trip of ten to fourteen days they weren’t as a rule up for a second round.

Strangely enough I’ve known a couple of Maori skippers who worked the inshore fishery & they were damn good seamen.

The former travel on auto pilot totally blind to anything smaller than frigate, while there are hundreds of thousands of submerged lost containers floating like mines ready to rip the bottom out of a small craft.

It can get real crowded out there. 🙂

OTOH nasska they say drowning is a very peaceful way to go, in that once you stop struggling and surrender, the liquid you draw into your lungs is a very natural substance, it’s how we were sustained in the womb, and you just gradually shut down, a bit like the terminator did as he got lowered into the vat of liquid metal in the second part of that great doco.

I trust that puts your fears to rest and you can now go boating like the rest of us, simply tearing through all the shipping lanes at midnight without even a radar reflector on the mast. I mean half the fun is hearing a distant throbbing that gets closer and closer and then the shaking and then the boat gets lifted onto the bow wave and everything tilts to 60 degrees as we all madly dash to put her about and speed away under full power before we get drawn into the thrashing prop that threatens to convert our sturdy home into a million matches.

I mean if you don’t enjoy that there’s got to be something wrong with you, IMO.
