Is this the ugliest building in New Zealand?

This is so hideous it makes the Supreme Court Building seem pleasant. It is Terrace House in Wanganui, ironically now home to the Wanganui School of Design. How is that for karma!

How could anyone have thought concrete diagonal bars over the windows was a good idea?
