Tribunal Reform
Sir Goffrey Palmer and the Law Commission are right on the money with their report calling for a rationalisation of the 100+ tribunals in New Zealand.
First of all there would be potentially huge efficiencies in having all tribunals supported by one core agency, rather than have 100 different sets of staff.
The suggestion of a “heads of tribunals” who would provide leadership and co-ordination over all tribunals has merit. They could help set policies and processes so there is greater consistency. Also I suspect they would become a good source of advice to Ministers on reappointments also.
Having tribunals more independent from the departments they hear appeals from is also a very good idea.
They are going to do a further report on the reform options. I hope the post 2008 Government takes it on board and makes changes.
