Only 16% attend all youth crime meetings

The Dom Post reports that a highly touted youth crime prevention scheme has had some participants not bothering to attend meetings, and has failed to make inroads into youth crime rates according to a damning Justice Ministry report.

It goes on to say there had been only 16% had attended all meetings.  Now when I initially read this, I thought that meant only 16% of youth offenders had attended some sort of  rehabilitation meeting.  But no, it’s not even the prisoners failing to turn up, but the public servants!!
