Rotorua criminal ban

When I heard about the move by Rotorua District Council to ban repeat criminals from the CBD, I thought it wouldn’t probably be legal. Dean Knight sets out a good case for why it probably isn’t.

If a Council can ban criminals from the CBD, can it ban them from living in the city at all? Hey perhaps every Council could just ban criminals from living within their district, and then that will solve the crime problem!

If only it was so simple.
