75% majority

I think people are getting overly excited about the significance of the 33 to 32 IWC vote advocating an end to the whaling moratorium.

On the assumption none of the 32 anti whaling nations will change their votes, Japan and Norway need to gether 96 votes in favour!! Yes they need to triple their number of supporters to get a 75% majority.

I’m not sure even Japan’s foreign aid budget will stretch to signing up another 64 countries!
