The one that got away!

There was one person who wasn’t investigated by the Police. And this is unusual because decisions on spending are vested in her name. In previous actions under the Electoral Act it has been the MP, not their secretary or their campaign chair, who has faced action.

So who is the on person who was never investigated, never asked any questions at all and arguably was responsible?
