Question about maori protocol agreementsm

Noting the protocol agreement with the Fire Service to respect Maori protocol at emergency scenes, I have some questions:

1) Will this protocol apply to all emergency scenes or just those with a Maori victim?

2) If (1) how will it be judged that a victim is Maori – will assumptions be made on skin colour?

3) Will these protocols automatically be followed on all Maori, regardless of whether any individual Maori victim thinks they are tosh or not?

4) What charge, if any, is levied for blessing all accident sites?

5) Has consideration been given to having Roman Catholic protocols also followed at all accident sites?
