A non-regulated approach to passenger safety

Trevor Loudon proposes a non legislative approach to passenger safety.

Basically allow taxi and bus companies full access to applicant criminal records, and make the companies liable for damages if any of their staff harm a passenger. Hence this will provide an incentive for the companies and their insurers to weigh up the relative risk of employing someone with a criminal record, with judgements being made on individual cases on their merits rather than blanket laws.

He would also allow the companies to act on situations where there was no conviction and gives the example of a driver who was found trespassing in the bedroom of a seven year old girl but not prosecuted.
