Dive students

It is good that the number of taxpayer funded places on diving courses has dropped to around 400. It did get as high as 1,200.

But why is it not zero? What rationale is there at all for a diving course to be treated as education instead of leisure? Who not also have the taxpayer fund gym memberships?
