30 km/hr CBD limit

I’m generally supportive of the idea of lowering speeds within the CBD to 30 km/hr. Certainly one shouldn’t drive faster than that down Lampton Quay.

My only reservation is how they define the CBD. It should exclude Aotea Quay etc, and also the roads to the south of Dixon Street which tend to be safer.
