US relationship

Now Trevor and Helen told us that the nasty USA was writing policy for the Nats and also funding their campaign etc etc blah blah.

But then the US moves to allow a joint exercise with NZ despite the stand-off on ship visits.

So does this mean the US is now writing policy for Labour? Trevor please explain.
