Drug the kids instead of smacking them

The latest allegations in the riding crop S59 case (the mother was prosecuted and won, but has lost her children) is that CYFS has the boy drugged up to make him behave. So it is wrong for a mother to smack her child, but okay for the state to take the kids and drug them up.
