Halt the presses – Clark blames officials

In a shock move today PM Helen Clark blamed all of the NCEA fiasco on officials. This is only the 127th time she has done this since 1999.

If one was not so generous, one would point out that decision like abolishing scaling are policy decisions taken by Ministers. Also the decision not to delay NCEA for a year, as requested multiple times, was also taken by Ministers.
