Unfortunately Blair needs to study electoral law a bit more. He assumes that if Labour lost two seats in by-elections they would get two more List MPs as top ups. It doesn’t work like that though. if you lose an MP at a by-election you don’t get an extra List MP and you can’t get overhang.
